Mr Perry Ong

CHAIRMAN

Mr Perry Ong has been appointed Chief Executive Officer (CEO) of City Energy Pte. Ltd. (as Trustee of City Energy Trust), with effect from 1 October 2020.

Mr Ong brings with him more than 31 years of experience in entrepreneurship, marketing and general management to City Energy. Before joining City Energy, he has been CEO at NTUC Foodfare Co-operative Ltd since 2008, where he grew NTUC Foodfare to be one of the largest F&B operators in Singapore today. During his tenure at NTUC Foodfare, he led several key growth initiatives, including the acquisition of the Kopitiam Group of companies and Wang Café.

Before that, Mr Ong held various leadership positions in other leading food services companies in Singapore. Mr Ong has served on the Singapore National Co-operative Federation as its Deputy Chairman and Chairman of the Audit Committee. He was also Chairman of the Self Reliance Committee of the Central Singapore Community Development Council (CDC) which oversaw the disbursement of financial aid to the poor and needy.

Mr Ong holds an MBA (Distinction) from the University of Birmingham in the UK and has completed the Advanced Management Programme from INSEAD.

Mr Ryosuke Kobayashi

DIRECTOR

Mr. Ryosuke Kobayashi has been serving as a Director of City-OG Gas Energy Services Pte Ltd since April 2025. He graduated with a Bachelor of Law from Konan University in 1996 and a Bachelor of Science in Accounting from the University of Oregon in 1999.

He began his career at Osaka Gas Co., Ltd. in 2010 on the Overseas Investment Support Team, where he gained extensive experience in cross-border finance and M&A. In 2016 he assumed the role of General Manager at Osaka Gas UK, Ltd. He later led natural-gas business development across Southeast Asia—focusing on LNG value chains and downstream distribution—and was appointed President & CEO of Osaka Gas Singapore Pte. Ltd. in April 2025.

In 2021, Mr. Kobayashi played a central role in Osaka Gas’s first investment in India’s city-gas distribution market, laying the groundwork for a long-term, low-carbon energy platform in the region.

Through these diverse experiences, he has developed a strong ability to integrate financial discipline with strategic insight and to approach challenges from multiple perspectives.

Outside of work, Mr. Kobayashi enjoys playing tennis.

Mr Tan Jun Jie

DIRECTOR AND CHIEF EXECUTIVE OFFICER

Mr Tan Jun Jie was appointed Chief Executive Officer of City-OG Gas Energy Services in March 2022.

Mr Tan brings with him more than 14 years of experience across the gas and electricity supply chain, from importation, generation, transmission and distribution, to retailing. Before joining City OG, he held various leadership positions in SP Group and Senoko Energy, covering energy trading and portfolio optimisation, regulatory affairs and sustainable energy solutions.

Mr Tan was a member of the Rule Change Panel and Technical Working Group that reviews the market rules of the Singapore Wholesale Electricity Market. He was the Singapore representative in the ASEAN Power Grid Consultative Committee and Heads of ASEAN Power Utilities/Authorities (HAPUA) Policy Studies and Commercial Development working groups, looking at trading energy via regional grids. He is currently serving as a Shipper Representative in the Code Modification Panel under Singapore’s Gas Network Code.

A Nanyang Technological University graduate with 2nd Upper Class Honors in Bachelor of Electrical & Electronic Engineering, and double Minors in Business and Entrepreneurship. Mr Tan was awarded Dean’s Honors List for his Master of Science in Financial Engineering from Nanyang Business School with a Certificate in Computational Finance from Carnegie Mellon University. He obtained the Energy Risk Professional (ERP), Financial Risk Manager (FRM) designations from Global Association of Risk Professionals (GARP) in 2014, and the Professional Risk Manager (PRM) designation from Professional Risk Managers’ International Association (PRMIA) in 2011.

Mr Shuhei Nakamura

DIRECTOR AND CHIEF OPERATING OFFICER

Mr. Shuhei Nakamura has been serving as the Chief Operating Officer of City-OG Gas Energy Services Pte Ltd since April 2025. He graduated from the Faculty of Economics at Kyoto University in March 2007 and began his career at Osaka Gas Co., Ltd. the following month. After gaining extensive experience in industrial energy sales, he contributed to the establishment of Osaka Gas (Thailand) Company Limited in 2014. He earned later an MBA from Yale University in 2016.

Following his graduate studies, Mr. Nakamura was actively involved in LNG procurement and played a key role in driving business development for the Asia energy sector. In 2023, he was relocated to Singapore to lead renewable energy initiatives in India.

Through these wide-ranging experiences, he has developed a strong ability to view challenges from multiple perspectives and approach them from various angles.

Outside of work, Mr. Nakamura enjoys playing sports and staying active.

Mr Christopher Tan

DIRECTOR AND CHIEF FINANCIAL OFFICER

Mr Christopher Tan is currently the Vice President, Finance & IT, and Head of Operational Group at City Energy. He joined the company in April 2010 as Vice President, Finance & IT.

Prior to his appointment, Mr Tan served as the Director, Group Reporting and Corporate Finance at Neptune Orient Lines Limited (NOL). He has more than 25 years of experience in the finance industry since starting his career in audit with Ernst & Young. Since then, he has held senior appointments at several companies including Mapletree Investments Group.

An Oxford Brookes University graduate with a Bachelor of Arts with Second Upper Class Honours in Accounting and Finance, Mr Tan was also awarded second placing in the Association of Chartered Certified Accountants (ACCA) Examination.

Mr Tan is currently the fellow members of Association of Chartered Certified Accountants (ACCA), Chartered Institute of Management Accountants (CIMA), Institute of Singapore Chartered Accountants (ISCA) and Chartered Global Management Accountant (CGMA).
